The purpose of the present article is to explain the mechanism of effective compensation system for the teachers’ Ranking system based on strategic documents and using the content model of the O*NET job network. The research method is qualitative content analysis. Data were collected from strategic documents, including the Fundamental Reform Document of Education (FRDE), Sixth Five-Year Economic, Cultural and Social Development Plan (2017-2021), general policies of the administrative system, the National Scientific Roadmap, the Teachers' Ranking system Law and its executive regulations and guidelines. The agreement percentage among the coders (researchers) was calculated to be 87%. The findings indicate that although strategic documents emphasize the two main dimensions of "job-based payment" and "employee-based payment," the current teachers’ Ranking system only focuses on the "employee-based payment" dimension, neglecting the requirements and characteristics of the teaching profession. There is no distinction between dimensions and titles related to teachers' personal and ethical characteristics and their performance. It is recommended that indicators related to personal and ethical characteristics and teachers' performance indicators be separated, and professional standards related to each rank be established. In designing the compensation system, the relative value of each job (rank) in achieving the goals of the educational system should be assessed and compared with similar jobs inside and outside the educational system.

Considering the use of information technology and the increase of software provided by software providers, it is important to select the appropriate software from the software provided. Therefore, organizations need to have the tools to be able to examine and compare all aspects of the software offered in the tenders to select the appropriate software that meets the needs of the organization. It can be said that choosing the appropriate software system is a multi-criteria decisionmaking problem. In this paper, using the literature of research and opinions of experts, the indexes of the selection of appropriate software system are specified, then an executive model is presented to select the appropriate software from the software provided in the tenders of the organizations. . In the design of this model, the hierarchical analysis process has been used. Also, to illustrate how the model is implemented, a case study is conducted on the selection of software for data storage.

The present study aimed to design a quality model for the teacher Ranking system. The research method is applied in terms of purpose, mixed (qualitative-quantitative) in terms of research method and descriptive-survey in terms of data collection method. The statistical population in the qualitative section included teachers included in the Ranking system, principals and experts familiar with this field in Tehran, who by purposeful sampling method with 15 people as participants in semi-structured interviews. The statistical population in the quantitative part includes all primary, secondary and high school teachers in Tehran, whose number was 46, 351 and the sample size was 381 using Cochran's formula, which was done by multi-stage cluster random sampling. Is. Data collection tool was a researcher-made questionnaire with 89 questions. To analyze the data in the qualitative part, the content analysis method was used and in the quantitative part, the structural equation modeling test using LISREL software was used. The findings of the qualitative section led to the identification of 37 subcategories, 9 sub-categories and 3 main categories as structural, contextual and behavioral strategies. In the quantitative part, the final model of the research was confirmed by first and second order confirmatory factor analysis and its validity and reliability were confirmed. the results showed that the variables of contextual, behavioral and cognitive strategies have a significant effect on teachers' quality model.

One of the main problems in Data Envelopment Analysis (DEA) is Ranking Decision Making Units (DMUs). There exist many different DEA models. These models often do not have any theoretical problems dealing with most data. However, because each of these models considers a certain theory for Ranking, they may give different ranks. So, often in practice, choosing a Ranking model, the results of which the Decision Maker (DM) would be able to trust is an important issue. In this article, Ranking is done by proposing a method in which the ranks of different Ranking models are used, each of which is important and significant. This method is based on the voting system. In voting systems, one candidate may receive different votes in different Ranking places. The total score of each candidate is the weighted sum of the votes that the candidate receives in different places. The candidate that has the highest total score has the best rank. In this paper, we consider the various Ranking models as voters which can rank DMUs from the top to the end and DMUs as candidates try to obtain a full rank from their votes.

Objective(s): Currently, about 70% of the Iranian population are living in cities. Considering the increase in population of the cities and outskirts, the need to improve health indicators in an equitable way in this complex environment is more crucial than ever. The aim of this study was to design a guideline for health Ranking of Iranian cities.Methods: This study was a system design with qualitative approach. The data were collected from three sources: literature review, interviews with experts and stakeholders, and focus group discussions. Intentional sampling method was chosen. Based on a thematic analysis, the results were summarized into the guideline and a table of indicators for Ranking.Results: A total of 12 interviews were conducted and a consensus was reached on three subjects in two group discussions: 1) the conceptual model and designing principles 2) the table of indicators for health Ranking 3) the charter of accreditation and health Ranking system for cities. Eventually 43 indicators were determined in three components including city, citizens and urban management.Conclusion: The results of this study were rectified in the fourteenth session of the Supreme Council for Health and Food Safety. By implementation of the results of this study, it can be expected that a positive movement occur among municipalities and urban councils, and the accountability of mayors and responsible authorities will be increase.
